Singapore to Enforce Stricter Cooling System Rules to Cut Greenhouse Gas Emissions

Kathmandu, May 28 - Singapore has announced a new set of environmental regulations aimed at reducing greenhouse gas emissions from refrigeration and air-conditioning systems beginning July 1, 2027. The move is part of the country’s broader climate strategy to achieve its 2030 emission targets and reach net-zero carbon emissions by 2050.
According to Singapore’s National Environment Agency (NEA), the new rules will apply to large commercial refrigeration systems, transport cooling systems, and air-conditioning systems used in passenger and light goods vehicles. The regulations are designed to phase out the use of refrigerants with high Global Warming Potential (GWP), which significantly contribute to global warming when released into the atmosphere.
Under the upcoming rules, refrigeration systems used in supermarkets will no longer be allowed to use refrigerants with a GWP exceeding 150 from July 2027 onward. Similarly, from July 2028, newly registered passenger vehicles and light goods vehicles will also have to comply with the same emission standard for their air-conditioning systems.
Singapore had already introduced similar measures in 2022 for household air conditioners, refrigerators, and water-cooled chillers used in large buildings. The latest expansion reflects the country’s continuing efforts to strengthen climate action and reduce emissions from the refrigeration and cooling sector, which is considered a growing source of hydrofluorocarbon (HFC) emissions globally.
The NEA stated that the new standards are aligned with low-emission technologies and practices already implemented in the European Union and Japan. Experts believe the transition to low-GWP refrigerants could help reduce long-term environmental impacts while encouraging innovation in sustainable cooling technologies.
Global Warming Potential is a scientific measure used to compare how much heat a greenhouse gas traps in the atmosphere relative to carbon dioxide over a 100-year period. Refrigerants with high GWP are widely recognized as major contributors to climate change if not properly managed or recovered.
Singapore’s latest policy initiative highlights the increasing international focus on sustainable cooling systems as countries work toward fulfilling global climate commitments under the Paris Agreement.
