Bajura-Humla Border Dispute Intensifies as Both Sides Present Ownership Claims; Government Forms Study Committees

Kathmandu - A long-running territorial dispute between Bajura and Humla districts has intensified, with both sides presenting historical records, legal decisions, land ownership claims, and patterns of long-term use to support their positions over the contested Ranisain-Lampata-Chyachaur area. Recent tensions have also raised concerns over local security, natural resource governance, and administrative coordination.
The disputed area is claimed by Bajura as part of Ward No. 3 of Himali Rural Municipality, while Humla identifies the same territory under Ward No. 2 of Kharpunath Rural Municipality. Local representatives and residents from both districts state that they possess documentary and historical evidence supporting their claims.
According to Humla-side representatives, the claim is based on previous court decisions, long-standing use of forest and grazing areas, and records linked to community forest registration. Local stakeholders have argued that residents have been managing and using the area across generations and have continued renewing forest-related administrative processes over the years.
On the Bajura side, local residents have maintained that families have long resided in Lampata and possess land ownership certificates. Bajura representatives also argue that government administration and development activities support their territorial position. Local authorities further claim that the establishment of a temporary police post was intended to strengthen security, regulate illegal extraction and movement of valuable medicinal herbs, and support tourism management in the region.
The dispute escalated after efforts began to construct a temporary police post in the contested area, leading to confrontation and injuries among locals and security personnel. Reports indicate that several injured individuals required treatment and rescue support. 
Political leaders and public officials from both provinces have since called for dialogue and institutional resolution. Concerns have also been raised regarding disruption to mobility, local livelihoods, conservation activities, and governance in the remote Himalayan region. 
In response, the Government of Nepal has formed a technical study committee under the Survey Department to examine the border issue and assess its administrative and geographical dimensions. Multiple federal ministries and provincial representatives are expected to participate in the process. Separately, the Ministry of Home Affairs has also mobilized a team to investigate recent incidents and collect facts related to the dispute.
Officials have indicated that the committees will work under formal terms of reference and submit recommendations aimed at supporting an institutional and peaceful resolution of the issue.
