Public Land Encroachment Emerging as a Serious Challenge in Nepal

Kathmandu - Public land encroachment has continued to emerge as a major concern in Nepal, affecting riverbanks, forests, educational institutions, and other state-owned properties. Recent concerns highlighted in official reports indicate that not only landless squatters but also politically connected individuals and influential groups have been involved in illegally occupying public land across different parts of the country.
According to information referenced from the 63rd Annual Report of the Office of the Auditor General, universities and public institutions have been urged to reclaim occupied land and utilise it effectively for educational and income-generating purposes. The report states that around 14.78 million square metres (1,478 hectares) of land belonging to Tribhuvan University and its affiliated bodies have reportedly been illegally occupied.
Similarly, land belonging to other universities has also reportedly faced encroachment. Around 203 hectares of land owned by Tikapur Multiple Campus under Far West University and approximately 33 hectares belonging to Pokhara University have reportedly been usurped.
Particular concern has been raised regarding the situation at Tribhuvan University’s Kirtipur premises, where several structures unrelated to educational purposes have allegedly been constructed by influential groups. Experts and observers say reclaiming university land is essential not only for protecting public resources but also for strengthening higher education institutions and restoring public trust in state mechanisms.
The issue of public land encroachment has long remained a sensitive governance and environmental concern in Nepal. Analysts argue that decisive action from authorities, transparent monitoring mechanisms, and strict legal implementation are necessary to safeguard public property and ensure sustainable management of national resources.
