Calls for Investigation into ‘View Tower’ Spending Intensify Amid Corruption Concerns

Kathmandu, March 31 - Concerns over the widespread construction of view towers across Nepal have resurfaced after former government secretary Bhim Upadhyaya publicly questioned their economic justification and alleged misuse of public funds.
In a recent statement, Upadhyaya urged authorities to conduct a serious investigation into what he described as the “waste of national resources” in building hundreds of view towers in ward-level areas across the country. According to him, many of these structures-costing billions of rupees collectively-have failed to demonstrate tangible public benefit and instead risk becoming a long-term financial burden.
He further alleged a pattern of systemic irregularities in the project cycle. “When preparing the Detailed Project Report (DPR), there are gains from consultancy; during construction contracts, benefits are extracted from contractors; and even in the operation phase, contractors are again involved,” he stated, describing it as a “three-stage tactical loot.”
The remarks have added to ongoing debates about infrastructure prioritization in Nepal, especially at a time when the country faces pressing needs in sectors such as education, healthcare, and sustainable development. Critics argue that poorly planned infrastructure projects not only strain limited public finances but also undermine public trust in governance.
While view towers were initially promoted as tools to boost local tourism and economic activity, questions are increasingly being raised about their viability, location planning, and return on investment. In several cases, local reports suggest low visitor numbers and lack of proper maintenance.
Policy analysts and governance experts have echoed the need for transparency, accountability, and stricter monitoring mechanisms in public infrastructure spending. They stress that development projects must be evidence-based, economically viable, and aligned with broader national priorities.
As public scrutiny grows, stakeholders are calling for comprehensive audits and institutional reforms to ensure that public funds are utilized effectively and responsibly.
