Canada’s Vehicle Emissions Policy Faces Scrutiny Over EV Transition Ambition

Kathmandu / Ottawa - Canada’s evolving vehicle emissions policy is drawing increasing attention from climate experts and policy analysts, as questions emerge over whether current proposals are ambitious enough to drive a rapid transition to electric vehicles (EVs) and meet long-term climate goals.
A recent analysis by the Pembina Institute highlights that the stringency of Canada’s upcoming vehicle emissions standard will play a decisive role in determining how quickly the country shifts away from fossil fuel-powered vehicles. According to the report, achieving the federal target of 75% EV sales by 2035 will require significantly stronger emissions limits than those currently under consideration.
Ambition Gap in Emissions Targets
The analysis suggests that a limit of around 40 grams of CO₂ per mile by 2035 is necessary to confidently meet EV adoption targets. However, early indications show that proposed standards could be weaker-potentially slowing down EV uptake and increasing the risk of missing both climate and transportation goals.
Weaker emissions standards, experts warn, could result in:
Higher greenhouse gas emissions
Increased long-term fuel costs for consumers
Reduced air quality
Missed economic opportunities in clean transportation
In contrast, stronger policies could accelerate innovation, reduce pollution, and position Canada competitively in the global shift toward clean mobility.
Policy Shift: From EV Mandate to Emissions Standards
Canada recently decided to replace its earlier Electric Vehicle Availability Standard (EVAS)-which mandated rising EV sales targets-with a more flexible vehicle emissions standard framework.
The revised approach aims to:
Reach 75% EV sales by 2035 and 90% by 2040
Provide automakers flexibility in meeting emissions reductions
Combine regulations with incentives and investments in charging infrastructure
However, critics argue that this shift risks weakening the clear market signals previously created by mandatory EV sales targets.
Economic and Environmental Stakes
Transport is one of the largest sources of greenhouse gas emissions globally, and Canada has committed to deep decarbonisation, including a long-term goal of net-zero emissions by 2050.
Analysts emphasize that ambitious vehicle emissions standards are not only a climate necessity but also an economic opportunity. Stronger regulations could:
Lower household fuel expenses over time
Improve public health through cleaner air
Support job creation in EV manufacturing and infrastructure
Align Canada with stricter international benchmarks, particularly in Europe
Conversely, weaker standards could leave Canada lagging behind global competitors in the rapidly expanding clean transportation sector.
Global Context and Future Outlook
The debate comes at a time when several countries are reassessing EV policies amid market uncertainties and industrial pressures. While flexibility in policy design is increasing, experts stress that policy ambition remains the key driver of long-term transition success.
As Canada finalizes its vehicle emissions framework, the level of ambition embedded in the policy will ultimately determine whether the country accelerates toward a low-carbon future-or risks slowing its progress in the global clean energy transition.
