Government Reintroduces Two-Day Public Holiday to Curb Fuel Use and Economic Strain

Kathmandu: The Government of Nepal has once again introduced a two-day public holiday per week, aiming to reduce fuel consumption and promote economic austerity amid ongoing economic pressures. The decision was made during a Cabinet meeting held on Sunday and will come into effect from Monday, with Saturday and Sunday designated as weekly holidays.
Government spokesperson and Minister for Education, Sasmit Pokharel, stated that the move is primarily intended to address challenges in petroleum supply and help reduce the country’s growing trade deficit. Under the new arrangement, government offices will operate from 9:00 AM to 5:00 PM on working days. However, the revised office hours will not apply to educational institutions.
Although the decision appears progressive, Nepal has a long history of similar attempts that ultimately failed to sustain. The concept of a two-day weekend dates back decades. Courts first adopted the practice in 2047 BS, and in 2048 BS, the Administrative Reform Commission formally recommended it as a cost-saving and administrative efficiency measure.
Following this, a two-day holiday system was introduced in the Kathmandu Valley in 2056 BS. However, due to inadequate preparation and disruptions in public service delivery, the system was short-lived. More recently, in Mangsir 2077 BS, a committee under the Ministry of Culture, Tourism and Civil Aviation proposed reinstating the two-day holiday to boost domestic tourism. The policy was tested in 2079 BS but was eventually rolled back, returning to a single weekly holiday.
The evolution of public holidays and office hours in Nepal can be traced back to the Rana era. Dev Shumsher Jung Bahadur Rana first introduced structured office hours from 10 AM to 5 PM and initiated the practice of a Saturday holiday. Later, Bhim Shumsher Jung Bahadur Rana reduced working hours to 10 AM-4 PM and formalized a half-day holiday on Fridays along with a full Saturday holiday. Subsequently, Padma Shumsher Jung Bahadur Rana introduced seasonal office timings.
Despite its historical precedent, the success of the current policy remains uncertain. Past experiences suggest that without strong administrative preparedness and efficient service management, implementation challenges may arise.
As Nepal faces mounting economic challenges and fuel supply concerns, the reintroduction of a two-day weekend represents both an opportunity and a test of governance. Whether this policy can deliver its intended outcomes where previous efforts have fallen short will depend on effective execution and public adaptation.
