KATHMANDU, September 14, 2026 - Rapid advances in artificial intelligence are intensifying a global debate over whether increasingly capable AI systems can remain under meaningful human control, with researchers, technology leaders and policymakers warning that the race to develop more powerful systems may be moving faster than the safeguards needed to govern them.
Recent warnings from researchers associated with leading AI companies have brought renewed attention to the possibility that future systems capable of recursively improving themselves could create risks far beyond today's familiar concerns about misinformation, cyberattacks and job disruption.
Former OpenAI and Anthropic researcher Jacob Coxon recently resigned, arguing that the industry's race toward self-improving artificial superintelligence is proceeding without adequate safeguards. Other Anthropic researchers publicly supported aspects of his concerns. Evan Hubinger, an AI-alignment researcher at Anthropic, has personally estimated a probability of more than 10% that AI could cause human extinction within the next decade. Such figures represent individual expert assessments and remain highly contested, rather than scientific forecasts with established consensus.
The debate has quickly entered the political arena. U.S. lawmakers from both sides of the political spectrum have called for stronger safeguards, while proposals for an AI “kill switch” would seek to ensure that powerful AI systems can technically be shut down when necessary. Other proposals call for stronger corporate duties of care and greater government oversight.
The risks are not limited to a hypothetical future superintelligence. Anthropic has reported cases in which its AI models were allegedly misused for cyber operations, surveillance, propaganda and biological research with potentially dangerous applications. The company has said increasingly capable AI requires stronger safeguards and cooperation across the industry and governments.
The environmental dimension is also becoming increasingly important. The rapid expansion of AI data centres is driving substantial demand for electricity, water and advanced computing infrastructure, raising questions about emissions, resource consumption and pressure on power systems.
At the geopolitical level, the challenge is even more complex. China, the United States and other major powers are competing for leadership in advanced AI, creating fears that a technological arms race could undermine incentives for safety. Recent calls from AI industry leaders for slower and more coordinated development have therefore revived discussions about international rules, independent safety evaluation and cooperation between competing powers.
For the global community, the central question is no longer simply how powerful AI can become, but how responsibly humanity can govern that power.
AI could deliver enormous benefits in climate science, healthcare, education, disaster preparedness and sustainable development. But ensuring those benefits do not come at the expense of human security, democratic institutions, environmental sustainability and human autonomy will require transparency, independent oversight and international cooperation.
Humanity should not wait for a loss of control before deciding how control should work.
