Over 1,000 Government Websites and Online Services Resume Operations in Nepal

Kathmandu, Nepal | October 26, 2026
More than 1,000 government websites and online services in Nepal have resumed normal operations following security patching and technical testing to address two critical vulnerabilities in the PHP programming language, according to an update from the Software Development and Operation Centre (SDOC).
The vulnerabilities, identified as CVE-2026-109618 and CVE-2026-109619, are collectively known as PHP2Shell. They raised serious cybersecurity concerns because, under certain conditions, attackers could exploit affected systems to execute malicious code remotely without authentication. The security risks prompted precautionary shutdowns of government websites and online services while technical teams worked to secure the systems.
According to SDOC, the necessary security patches and testing have been completed for the services restored so far, allowing more than 1,000 government websites and online platforms to return to normal operation. Efforts are continuing to restore the remaining affected services as quickly as possible.
The restoration follows emergency cybersecurity measures initiated during Nepal's Dashain festival. Technical teams and partner organisations worked throughout the holiday period to address the vulnerabilities, assess affected systems and support the safe resumption of digital services.
The temporary shutdowns highlighted the importance of cybersecurity in Nepal's expanding digital governance system, where government websites and online platforms play a vital role in providing public information and facilitating services for citizens, businesses and institutions.
While the restoration of more than 1,000 websites marks significant progress, the continued work on remaining services underscores the need for comprehensive security assessments, timely software updates and stronger protection of government digital infrastructure.
The incident also serves as a reminder that maintaining public trust in digital services requires not only reliable online access but also robust cybersecurity safeguards to protect government systems and sensitive information.
SDOC has thanked the technical teams and partner organisations for their efforts during Dashain and expressed appreciation to the public for its patience while services were being secured and restored.
