Nepal Government to Establish Software Development and Operation Centre

Kathmandu, August 21, 2026: The Government of Nepal is preparing to establish a Software Development and Operation Centre aimed at strengthening the country’s digital public-service infrastructure and making government services more technology-driven.
The decision follows the Cabinet’s approval of the Software Development and Operation Committee (Formation) Order, 2083, during its meeting on Bhadra 3, 2083 (August 19, 2026), based on a proposal from the Office of the Prime Minister and Council of Ministers.
The proposed centre will focus on the development, upgrading and necessary maintenance of software used by public bodies. The initiative is intended to support more efficient, reliable and technology-based public service delivery across government institutions.
Under the approved framework, the committee will determine the centre’s policies and programmes and provide necessary guidance and coordination. It will also supervise activities related to software development, upgrading and maintenance carried out through the centre.
A six-member committee, chaired by the Secretary responsible for governance affairs at the Office of the Prime Minister and Council of Ministers, has been envisaged to guide the centre. An Executive Director will serve as its administrative head.
The centre is expected to have 30 employees in total, including gazetted first-class officials from various government services.
The move marks a significant step toward building a more coordinated government approach to software development and digital service delivery. If implemented effectively, the centre could help public agencies reduce fragmented software systems, improve maintenance and upgrades, and strengthen the reliability of digital government services.
For Nepal’s growing digital economy, the initiative also highlights the increasing importance of developing secure, interoperable and sustainable government technology systems rather than relying on disconnected digital platforms across individual public institutions.
