The Kathmandu Valley is advancing a long-term vision for a human-centric, sustainable, safe, and inclusive urban transport system through the Kathmandu Valley Urban Transport System Master Plan, a strategic framework covering Kathmandu, Lalitpur, and Bhaktapur.
Prepared with technical cooperation from international partners including JICA Nepal, the master plan seeks to address the Valley’s worsening traffic congestion, air pollution, road safety challenges, and pressure on its unique cultural and ecological heritage. The initiative reflects a broader shift from vehicle-dominated urban development toward people-first mobility and public space planning.
A New Direction for Urban Mobility
The plan places walkability, cycling infrastructure, and public transport accessibility at the center of future urban development. Rather than expanding infrastructure primarily for private vehicles, the framework emphasizes creating streets and public spaces that are safer and more comfortable for pedestrians, cyclists, senior citizens, children, and persons with disabilities.
A key feature of the strategy is the integration of heritage conservation and ecological protection into transport planning. Kathmandu Valley’s historic settlements, traditional urban fabric, temples, courtyards, and local ecological networks are expected to be considered during the design and implementation of major transport projects.
Mass Transit and Electric Mobility
The master plan identifies high-priority mass transit corridors and proposes a multi-tiered public transport system consisting of:
Large-capacity trunk routes for major travel corridors,
Medium-capacity urban routes, and
Feeder services connecting neighborhoods to the broader transit network.
The framework also promotes low-emission and electric mobility options as part of Nepal’s wider efforts to improve urban air quality and reduce dependence on fossil fuels.
Focus on Safer Streets
Implementation priorities include the modernization of major traffic bottlenecks such as Koteshwor, Tinkune, and Jadibuti, where congestion has become a daily challenge for commuters. Planned improvements include:
Upgraded intersections and corridor management,
Modern traffic signal systems,
CCTV-based traffic monitoring, and
Improved pedestrian crossings and safety measures.
The plan additionally supports the expansion of pedestrian-only and heritage-focused walking zones in historic city centers, aiming to enhance both urban livability and cultural tourism.
Coordination Remains Critical
Urban development experts have repeatedly noted that successful implementation will require strong coordination among transport engineers, urban planners, local governments, and cultural conservation authorities. Past infrastructure projects in the Valley have often faced criticism for insufficient integration of mobility, heritage, and environmental considerations.
If implemented effectively, the Kathmandu Valley Urban Transport System Master Plan could become one of South Asia’s notable examples of integrating sustainable mobility, cultural heritage preservation, and inclusive urban development within a rapidly growing metropolitan region.
For a Valley struggling with chronic congestion and deteriorating air quality, the initiative represents not only a transport reform agenda, but also a broader attempt to reimagine Kathmandu as a healthier, more accessible, and culturally resilient urban region for future generations.
