Among the outlined priorities, Point 9 focuses on forests, environment, and climate change-an inclusion that has drawn both appreciation and critical reflection from stakeholders.
The incorporation of climate change into the national reform agenda is being seen as a positive and necessary step, particularly at a time when Nepal remains highly vulnerable to climate-induced risks such as extreme weather events, Himalayan ecosystem imbalance, and increasing disaster frequency. However, experts in the field emphasize that the current draft lacks sufficient depth and operational clarity to effectively address the scale and urgency of the climate crisis.
Stakeholders have acknowledged the government’s intention to formulate a national climate strategy and to link climate finance mobilization with principles of climate justice. These elements are considered essential for ensuring equitable access to international climate funds and addressing the disproportionate impacts of climate change on vulnerable communities.
Despite these positives, concerns have been raised regarding the absence of clear pathways for implementation. Without strengthening these systems, achieving transparency and accountability in climate commitments may remain challenging.
Furthermore, experts have stressed the importance of enhancing Nepal’s position in international climate negotiations. They recommend forming an empowered, government-led negotiation team that includes subject-matter experts capable of representing national interests effectively. Such a team, they argue, should operate beyond institutional affiliations and focus on securing fair outcomes for Nepal in global climate platforms.
The government’s decision to invite public and expert feedback has been widely welcomed as a democratic and participatory approach. Contributors from the climate sector have begun offering insights based on field experience, aiming to ensure that the final commitment document is both inclusive and actionable.
As Nepal moves forward in refining its governance reform agenda, the integration of science-based, technically sound, and justice-oriented climate policies will be crucial in addressing both national vulnerabilities and global responsibilities.
