Brazil’s Climate Plan Focuses on Deforestation, but Experts Call for Deeper Reforms

Brazil has placed forest protection at the heart of its latest climate strategy, aiming to significantly cut greenhouse gas emissions by tackling deforestation. While the plan signals renewed environmental ambition, experts warn that deeper economic and policy reforms are essential to align with global climate goals.
The South American nation-home to the Amazon rainforest, one of the world’s largest carbon sinks-has committed to eliminating deforestation across its ecosystems by 2030. The strategy also includes conserving up to 80 percent of the Amazon within its borders, positioning forests as a central pillar of climate action.
Recent data suggests progress is already underway. Brazil has recorded a notable decline in Amazon deforestation, reaching its lowest levels in more than a decade, following stronger environmental enforcement, satellite monitoring, and coordinated government action.
However, experts caution that these gains may not be sufficient to meet the global target of limiting warming to 1.5°C under the Paris Agreement. Analysts highlight that while reducing deforestation delivers immediate emission cuts, broader structural challenges remain unresolved-particularly those linked to agriculture, fossil fuel expansion, and economic development pathways.
Concerns have also been raised over policy inconsistencies. For instance, recent changes in Brazil’s soy sector-such as the weakening of long-standing forest protection agreements-could potentially reverse progress and increase pressure on forested areas.
At the international level, Brazil is positioning itself as a climate leader ahead of global discussions, including its role in advancing forest protection and climate implementation efforts. Yet global assessments indicate that current national climate pledges, including those of major economies, still fall short of the emissions reductions required to keep the 1.5°C goal within reach.
Environmental experts emphasize that achieving long-term climate impact will require more than forest conservation alone. Key priorities include transitioning away from fossil fuels, promoting sustainable agriculture, strengthening environmental governance, and ensuring policy consistency across sectors.
As global temperatures continue to rise and the 1.5°C threshold comes under increasing threat, Brazil’s approach will play a decisive role in shaping both regional and global climate outcomes.
