Nepal Showcases Impact of Anticipatory Action at 4th National Dialogue

Kathmandu - Nepal’s efforts to move from disaster response to disaster prevention were highlighted during the 4th National Dialogue on Anticipatory Action, where the National Disaster Risk Reduction and Management Authority (NDRRMA) demonstrated how early warning systems can trigger early action to protect lives and livelihoods before disasters strike.
The dialogue emphasized that when scientific forecasting, timely financing, and local preparedness work together, the impacts of climate-induced disasters can be significantly reduced. Nepal’s experience, particularly in vulnerable regions such as Kagbeni and the Karnali River basin, was presented as evidence that anticipatory action can prevent loss rather than merely respond to it.
According to the discussions, families in high-risk areas have been better protected through advance measures taken before floods and extreme weather events. These actions have helped safeguard livelihoods, reduce displacement, and avoid economic losses that typically follow disasters in fragile mountain and riverine ecosystems.
The programme reflected Nepal’s growing institutional capacity to integrate risk forecasting into decision-making, ensuring that warnings are not only issued but also acted upon at the community level. This shift marks a critical step in strengthening climate resilience in a country increasingly exposed to extreme weather due to climate change.
The United Nations system in Nepal reaffirmed its support for government-led anticipatory action frameworks, recognizing Nepal’s leadership in adopting proactive disaster risk management approaches. Multiple UN agencies - including UNICEF, UNFPA, UN Women, FAO, and the World Health Organization - are collaborating with national institutions to enhance preparedness across health, food security, gender, and child protection sectors.
The dialogue also underscored the importance of international cooperation, with the Ministry of Foreign Affairs and the Permanent Mission of Nepal to the United Nations in New York playing key roles in aligning national priorities with global disaster risk reduction commitments.
As climate risks intensify, stakeholders at the dialogue stressed that anticipatory action must be scaled up and institutionalized across Nepal. The experience shared at the national forum reinforced a central message: acting before disasters strike is not only possible, but essential for protecting lives, ecosystems, and development gains.
