Kathmandu, Nepal - Prime Minister-designate Balendra Shah is reportedly preparing to form a full-fledged cabinet on the very day he assumes office, marking a potential departure from Nepal’s long-standing practice of gradually expanding the Council of Ministers.
Traditionally, newly appointed prime ministers in Nepal begin with a small core cabinet, later inducting additional ministers through political negotiations and coalition balancing. However, sources close to the transition process suggest that Shah is considering a complete cabinet formation from the outset, reflecting his commitment to swift governance and administrative efficiency.
The anticipated move comes amid a broader political shift following the recent electoral outcome, where the Rastriya Swatantra Party emerged as a dominant force, enabling Shah to lead a majority government without coalition constraints. This political advantage provides him with greater flexibility in selecting ministers based on expertise rather than party power-sharing dynamics.
While no official announcement has yet been made regarding the final composition or size of the cabinet, analysts believe that Shah’s approach may emphasize:
Technocratic leadership, prioritizing professionals with domain expertise
Younger political figures, reflecting a generational shift in leadership
Streamlined governance, aimed at reducing delays in policy implementation
Political observers view this potential strategy as an effort to break from entrenched governance norms, where cabinet expansion often becomes a prolonged and politically sensitive process.
