Inter-Ministerial Meeting Seeks Balance Between Infrastructure Development and Environmental Protection

Kathmandu - At a time when forest- and environment-related regulations are increasingly being portrayed as obstacles to development and infrastructure construction, an important coordination meeting has been held between the Ministry of Forests and Environment and the Ministry of Physical Infrastructure and Transport to address these concerns and explore practical solutions.
The meeting focused on the growing perception that forests hinder development projects, particularly roads, hydropower, and other physical infrastructure. Officials from both ministries acknowledged that delays and complications often arise during project implementation due to forest clearance procedures, environmental assessments, and institutional overlaps. However, they emphasized that these challenges can be resolved through stronger inter-ministerial cooperation rather than by weakening environmental safeguards.
During the discussion, participants reviewed real cases where development works encountered forest-related complexities and examined ways to streamline coordination, improve early-stage planning, and ensure timely decision-making. Special attention was given to addressing the environmental impacts of development activities in advance, rather than reacting after damage has already occurred.
Both ministries underlined the importance of integrating environmental considerations into infrastructure planning from the outset, ensuring that development does not come at the cost of forest degradation, biodiversity loss, or long-term ecological damage. Officials agreed that sustainable development requires a balanced approach-one that enables necessary infrastructure growth while safeguarding forests and the environment.
The meeting is seen as a positive step toward reducing institutional friction and countering the growing narrative that environmental protection and development are inherently incompatible. Stakeholders expect that continued dialogue and coordinated action between the two ministries will contribute to more efficient project implementation while upholding Nepal’s commitments to environmental conservation and sustainable development.
