Recent monitoring data from the United Nations Office for Disaster Risk Reduction under the Sendai Framework for Disaster Risk Reduction highlights a complex but evolving picture of disaster risk reporting across Europe and Central Asia.
Between 2020 and 2024, a total of 40 countries in the region submitted data to the Sendai Framework Monitor (SFM). However, experts caution that headline figures alone may not accurately reflect trends. A key reason is the system’s design: countries often submit data retroactively, meaning that earlier years continue to be updated over time. As a result, what may appear as declines in reporting or disaster impacts can actually be due to delays in submission rather than real-world improvements.
Despite these reporting challenges, the data underscores meaningful progress since the framework’s adoption in 2015. Countries have significantly improved their understanding of systemic risks-those that cascade across sectors such as health, infrastructure, and the environment. There has also been notable advancement in building expert networks, strengthening institutional capacities, and promoting the exchange of technical knowledge and best practices.
A major priority now is ensuring that these gains are consistently captured through standardized reporting. Reliable and harmonized data remains essential for tracking progress and identifying emerging vulnerabilities.
To address this, initiatives such as DELTA Resilience Programme are playing a critical role. The programme supports countries at every stage of data collection, validation, and analysis, helping improve the quality and usability of disaster risk information.
With only five years remaining until 2030-the target year for the Sendai Framework-experts emphasize that validated disaster loss and risk data will be crucial. Accurate data forms the backbone of evidence-based policymaking and guides investments aimed at reducing disaster risks and building resilience.
As climate-related hazards intensify and vulnerabilities grow, strengthening data systems is no longer optional-it is foundational to safeguarding development gains and protecting communities across the region.
