Antalya, Türkiye - Türkiye is set to formally introduce its Türkiye Industrial Decarbonization Investment Platform (TIDIP) at the upcoming 31st United Nations Climate Change Conference (COP31), scheduled to take place in Antalya from November 9 to 20, 2026. The initiative aims to mobilize more than $6 billion in investment by 2030 to accelerate the decarbonization of carbon-intensive industries and reduce annual greenhouse gas emissions by approximately 20 million tonnes of carbon dioxide equivalent (CO₂e).
The platform represents a major effort to bring together national industrial policies, international development finance and clean technologies to support Türkiye's transition towards a low-carbon industrial economy.
Developed through collaboration between Türkiye's Ministry of Industry and Technology, the European Bank for Reconstruction and Development (EBRD), the International Bank for Reconstruction and Development (IBRD), and the International Finance Corporation (IFC), TIDIP is designed to accelerate investments in industries that face significant technological and financial challenges in reducing emissions.
Focus on Hard-to-Abate Industrial Sectors
During its initial phase, the platform will prioritize four major industrial sectors: steel, aluminum, cement and fertilizer. These industries are among the most challenging to decarbonize because of their high energy consumption and emissions-intensive production processes.
To address these challenges, TIDIP will support investments in five key areas: green hydrogen, carbon capture technologies, energy efficiency, renewable electricity and innovative climate technologies.
The initiative is expected to help industries adopt cleaner production systems, reduce dependence on fossil fuels, improve energy efficiency and strengthen their competitiveness in international markets.
$250 Million in Initial Funding
The Climate Investment Funds' Clean Technology Fund has already committed $250 million in initial financing to help establish the platform and accelerate its implementation.
Türkiye also expects to strengthen the initiative through partnerships with additional international financial institutions and development banks. The platform is expected to benefit from broader European Union cooperation, including support associated with the EU's Instrument for Pre-Accession Assistance (IPA III), with up to €5.7 billion in support cited by Türkiye's Industry and Technology Minister Mehmet Fatih Kacır.
This financial cooperation is intended to help prepare Turkish industries for the changing requirements of international trade, particularly the European Union's Carbon Border Adjustment Mechanism (CBAM), which places increasing importance on the carbon intensity of imported industrial products.
COP31 to Strengthen International Cooperation
The official international introduction of TIDIP at COP31 is expected to provide an opportunity to attract additional financial institutions, investors, technology providers and international development partners.
By connecting industrial investment requirements with international financing and technical expertise, Türkiye hopes to establish a coordinated mechanism for delivering large-scale industrial decarbonization projects.
The platform is also aligned with Türkiye's ambition to achieve net-zero emissions by 2053, positioning industrial transformation as an important component of its long-term climate and economic development strategy.
A Broader Message for Global Climate Action
The launch of TIDIP comes at a time when the global transition to a low-carbon economy requires substantial investment in industrial innovation, clean energy and sustainable production systems.
For developing and emerging economies, the Turkish initiative also highlights the importance of combining public policy, international climate finance and private-sector investment to address the financial and technological barriers to industrial decarbonization.
As countries prepare for COP31, initiatives such as TIDIP could contribute to broader discussions on how climate commitments can be translated into practical investments, measurable emissions reductions and more sustainable industrial development.
The success of the platform will ultimately depend on how effectively its financial commitments are converted into operational projects, cleaner production processes and verifiable long-term emissions reductions.
