UK Autumn Budget Offers £100 Energy Support to 20 Million Households, Targets Cost-of-Living Pressures

London, October 28, 2026 - The United Kingdom’s Autumn Budget has introduced a package of measures aimed at easing household energy costs, supporting small businesses, increasing wages for younger workers and expanding fiscal powers for local leaders, as the government seeks to address economic pressures while maintaining control over public finances.
Chancellor John Healey presented the Budget in Parliament against a challenging economic backdrop, with rising energy costs, inflationary pressures and subdued growth shaping the government’s priorities.
£100 Energy Payment for Millions of Households
One of the key announcements is a £100 energy payment for approximately 20 million households in England in council tax bands A to D this winter. The government has also allocated matching funding for devolved administrations in Scotland, Wales and Northern Ireland to provide comparable support.
The Budget also extends the reduction in value-added tax (VAT) on electricity bills through the winter and spring period. In addition, the government plans to abolish fixed standing charges on household gas bills and introduce a new cost-control framework intended to improve energy affordability.
These measures are designed to provide short-term financial relief to households facing higher utility costs, although their overall impact will depend on implementation and changes in energy prices.
Minimum Wage and Business Tax Measures
The Budget includes a 3.9% increase in the minimum wage for workers aged 18 to 20, a measure intended to improve earnings among younger employees.
On taxation, the government plans to introduce an additional 3% surcharge on banks for a limited period. It will also increase the tax rate on certain slot machines from 20% to 25%, with the additional revenue intended to help finance business rates relief for small businesses.
The measures reflect an effort to balance targeted household support and business assistance with additional revenue generation.
Greater Fiscal Powers for Local Leaders
The Budget also outlines plans to strengthen fiscal devolution across the UK. Business rates are expected to be retained locally by the end of the decade, while city mayors are due to receive a share of income tax revenues from 2028.
The proposed changes aim to give local authorities and regional leaders greater control over financial resources, potentially enabling them to respond more directly to local economic needs and investment priorities.
Economic Growth Remains a Concern
The economic outlook remains subdued. According to the figures provided for the Budget, the Office for Budget Responsibility forecasts UK gross domestic product (GDP) growth of 1.2% this year, slowing to 1.0% next year.
The projected slowdown highlights the challenges facing policymakers as they seek to support household purchasing power, encourage business activity and maintain fiscal stability.
Balancing Affordability and Fiscal Responsibility
The Budget places immediate cost-of-living support alongside longer-term changes to taxation, energy charges and local financial powers. Its effectiveness will depend on whether the announced measures translate into meaningful savings for households, sustainable support for small businesses and stronger regional economic development.
For the UK, the central challenge remains balancing immediate public needs with economic resilience and responsible management of public finances.
Ecosphere News will continue to follow developments in the UK economy, energy affordability and fiscal policy.
