Nepal’s Foreign Policy Debate Shifts Focus from “Buffer State” to Youth-Centered Diplomacy

Kathmandu, Nepal - A growing debate in Nepal’s foreign policy landscape is redefining how the country positions itself between its two powerful neighbors, India and China. Moving beyond the traditional characterization of Nepal as a “buffer state,” policymakers and analysts are increasingly emphasizing a more proactive and youth-oriented diplomatic approach.
The discussion has gained momentum following recent policy directions that envision Nepal as a “vibrant bridge” - a nation that actively connects regional economies, cultures, and political interests rather than merely existing as a passive geopolitical space.
Foreign policy analyst Akanshya Shah highlighted this evolving perspective, stating that regardless of whether Nepal is viewed as a buffer or a bridge, maintaining strong and balanced relations with neighboring countries remains essential. She underscored that the true priority lies in ensuring that such relationships reflect the aspirations of Nepal’s younger generation and actively engage them in shaping the country’s future.
This perspective comes at a time when Nepal’s geopolitical importance is increasing amid intensifying regional and global competition. Historically, Nepal has maintained a delicate balance between India and China through a non-aligned foreign policy. However, changing global dynamics, economic ambitions, and domestic expectations are pushing the country to rethink its diplomatic strategies.
The concept of a “vibrant bridge” is closely tied to economic diplomacy. It envisions Nepal as a facilitator of trade, connectivity, and cooperation across South Asia and beyond. Infrastructure development, cross-border trade, and regional partnerships are seen as key pillars of this approach.
At the same time, experts caution against oversimplifying Nepal’s identity into fixed labels. Many argue that Nepal has always exercised independent sovereignty and should continue to do so by prioritizing national interests over geopolitical narratives.
A notable shift in the current discourse is the increasing recognition of youth as central stakeholders in foreign policy. With a large and dynamic young population, Nepal faces mounting pressure to create opportunities, strengthen global engagement, and align international relations with the expectations of its citizens.
Analysts suggest that future diplomatic strategies must therefore go beyond traditional statecraft and incorporate inclusive, forward-looking policies that resonate with younger generations.
As Nepal navigates a complex geopolitical environment, the emerging consensus points toward a pragmatic approach: strengthening neighborly relations, enhancing economic cooperation, and ensuring that diplomacy serves the long-term aspirations of its people.
