Human Capital Development Slows Globally, New Report Calls for Focus on Homes, Communities, and Workplaces

A new report by the World Bank Group highlights growing concerns over the slowdown in global human capital development, warning that declining progress could undermine long-term economic growth and poverty reduction efforts.
Titled Building Human Capital Where It Matters: Homes, Neighborhoods, and Workplaces, the report emphasizes that human capital-defined as people’s health, skills, knowledge, and experience-remains the foundation of sustainable development and a future-ready workforce. However, the findings reveal that progress in strengthening these capacities has stalled in many parts of the world, with some regions even experiencing decline.
The report presents new evidence showing that human capital is not built through formal education alone. Instead, it is shaped significantly by everyday environments such as homes, neighborhoods, and workplaces. These settings influence how individuals acquire skills, maintain health, and develop the competencies needed to participate effectively in modern economies.
According to the analysis, a deeper understanding of how skills and capabilities evolve across these interconnected spaces can help governments design more targeted and efficient policies. By investing strategically in community-level development, improving living conditions, and fostering inclusive workplace environments, countries can enhance productivity and ensure more equitable economic outcomes.
The report also underscores the urgency of adapting to changing global labor markets, where technological advancements and shifting economic demands require a more skilled and resilient workforce. Without renewed focus and investment in human capital, countries risk widening inequality and slower recovery from ongoing global challenges.
As nations continue to navigate economic uncertainty and development pressures, the report calls for integrated approaches that go beyond traditional policy frameworks-placing people and their lived environments at the center of development strategies.
