Bagmati Province to Mark Third Language Day Amid Questions Over Impact of Investments

Kathmandu - The Bagmati Province Government is set to celebrate its third Provincial Language Day this Thursday, reaffirming its commitment to the preservation and promotion of linguistic and cultural diversity. The announcement was made during a press conference held on Monday by the Ministry of Culture and Tourism.
Speaking at the event, ministry secretary Dipendra Subedi stated that the observance aims to strengthen the protection and revitalization of language, culture, art, and heritage across the province. According to him, a budget of NPR 2.8 million has been allocated specifically for organizing the Language Day and supporting the implementation of the provincial Language Act. In total, the province has earmarked NPR 24.73 million for broader language implementation efforts.
Despite these allocations, concerns over the effectiveness of such investments were openly acknowledged. Minister Surendra Shrestha emphasized that while the government has been making consistent efforts within its capacity, the outcomes have not fully met expectations. He raised critical questions about whether language promotion initiatives have been reduced to ceremonial observances rather than delivering tangible results.
Highlighting a growing gap between policy and practice, Shrestha noted that continued financial investment would hold little value if communities themselves are losing touch with their native languages. He pointed out examples where younger generations within indigenous communities are increasingly unable to speak or understand their mother tongues, warning that such trends could undermine the purpose of state-funded language programs.
The minister also questioned the effectiveness of government-funded publications and bulletins, asking whether they are producing meaningful impact in language preservation or merely fulfilling administrative obligations.
As Bagmati Province prepares to mark the Language Day, the discussion has shifted beyond celebration to reflection—focusing on how policies, funding, and community engagement can be better aligned to safeguard Nepal’s rich linguistic heritage in a rapidly modernizing society.
