Canada and Nova Scotia Agree on “One Project, One Review” Framework to Streamline Environmental Approvals

Halifax, Canada - In a move aimed at accelerating major infrastructure and resource development while maintaining environmental oversight, the Government of Canada and the Province of Nova Scotia have reached an agreement to simplify project approval processes under a “one project, one review” framework.
The announcement was made during a joint visit to Halifax by Canadian Prime Minister Mark Carney and Nova Scotia Premier Tim Houston. The framework introduces a coordinated approach in which federal and provincial authorities can rely on a single environmental assessment, rather than conducting separate parallel reviews.
Under the agreement, decisions on whether to apply the unified review model will be made on a project-by-project basis. The initiative is designed to reduce regulatory duplication, shorten approval timelines, and enhance clarity for developers navigating multi-level governance requirements.
According to Nova Scotia officials, the new system is expected to play a key role in advancing large-scale infrastructure projects, particularly in the renewable energy sector. Offshore wind development has been identified as a major beneficiary, with the streamlined process likely to simplify permitting for projects that involve complex components such as transmission systems, port upgrades, and marine infrastructure.
Projects that typically require both federal and provincial approvals-such as energy transmission corridors, pipelines, ports and marine terminals, and certain mining operations-stand to benefit from the integrated review approach.
Nova Scotia is currently pursuing ambitious plans to expand its offshore wind capacity, including the proposed Wind West project. The province views the new regulatory framework as a critical step toward unlocking investment and ensuring timely development of clean energy infrastructure.
The agreement reflects a broader effort within Canada to modernize environmental assessment processes while balancing economic development with environmental protection. By improving coordination between different levels of government, policymakers aim to create a more efficient and predictable system for project approvals without compromising environmental standards.
