The Board of the Green Climate Fund (GCF) has approved the establishment of a new network of regional and sub-regional offices during its 44th Board meeting (GCFB44), marking a significant step toward strengthening climate action delivery in developing countries.
According to the decision, five cities across different regions have been selected to host these offices, aimed at improving accessibility, coordination, and efficiency in climate finance implementation.
Key host cities and regional coverage include:
Panama City, Panama - Serving Latin America and the Caribbean in collaboration with the Ministerio de Ambiente de Panamá
Amman, Jordan - Covering Eastern Europe, Central Asia, and the Middle East, in partnership with the Ministry of Environment (Jordan)
Nairobi, Kenya - Hosting the Africa Regional Office for East and Southern Africa, coordinated with The National Treasury and Economic Planning (Kenya)
Abidjan, Côte d’Ivoire - Serving Central, North, and West Africa with support from the Ministère de l'Environnement et de la Transition Écologique
Suva, Fiji - Hosting the Pacific Sub-Regional Office in collaboration with the Fiji Ministry of Environment and Climate Change
The expansion reflects GCF’s strategic shift toward decentralization, enabling closer engagement with partner countries and stakeholders. By positioning offices within key regions, the Fund aims to enhance project development, accelerate funding processes, and ensure that climate initiatives are more responsive to local needs.
As the world’s largest dedicated climate fund for developing nations, the GCF plays a critical role in supporting mitigation and adaptation efforts. The newly announced offices are expected to bridge gaps between global climate finance mechanisms and on-the-ground implementation, particularly in vulnerable regions facing escalating climate risks.
This move comes at a time when developing countries are increasingly calling for faster, more accessible, and locally driven climate finance solutions to meet global climate targets.
