Climate Litigation Surges Globally, Emerging as a Powerful Force for Climate Accountability

A growing wave of climate-related legal action is reshaping how governments and corporations respond to the global climate crisis. According to the latest Global Climate Litigation Report: 2025 Status Review by the United Nations Environment Programme, a cumulative total of 3,099 climate-related cases had been filed worldwide as of June 2025-highlighting a significant rise in the use of courts to drive climate accountability.
The report underscores how litigation is increasingly being used not only to challenge inadequate climate policies but also to compel stronger action aligned with international climate commitments, including the Paris Agreement. Cases span across multiple jurisdictions, involving governments, fossil fuel companies, and financial institutions.
Legal actions are playing a transformative role in shaping environmental governance. Courts in several countries have issued landmark rulings requiring stricter emissions reductions, better protection for vulnerable communities, and increased transparency in climate-related disclosures. This trend reflects a broader shift where citizens, civil society organizations, and even youth activists are turning to legal systems to demand climate justice.
The report also highlights that climate litigation is no longer confined to high-income countries. Developing nations are increasingly engaging in legal processes to address climate impacts, often focusing on human rights, adaptation responsibilities, and environmental protection.
Experts believe that this surge in litigation is reinforcing global climate governance by holding key actors accountable and accelerating policy change. However, challenges remain, including legal capacity gaps, enforcement issues, and disparities in access to justice across regions.
As climate risks intensify worldwide, climate litigation is expected to remain a critical tool in bridging the gap between climate commitments and real-world action.
