Early Warnings and Local Action Strengthen Climate Resilience in Madhesh Province

Madhesh Province, Nepal - As climate shocks intensified across southern Nepal in 2025, a shift in response strategies has demonstrated that timely, community-driven action can significantly reduce risk and improve resilience.
The province faced a series of recurring hazards throughout the year, including heatwaves, droughts, floods, and cold waves. While these climate events are not new to the region, what changed was how communities and institutions responded-moving from reactive measures to anticipatory action.
Under the UK-funded RAIN programme, led by People in Need Nepal in collaboration with partners such as DanChurchAid (DCA Nepal) and Youth Innovation Lab, a more localized and inclusive system of early warning and response was implemented.
The results highlight a notable improvement in disaster preparedness and response:
Over 17,000 people were reached within seven days during extreme heat events
17,413 households received support during drought conditions
Irrigation systems were restored across approximately 3,000 bigha of agricultural land
More than 7,900 early flood warnings were disseminated to at-risk communities
1,000 households received targeted relief following floods
1,100 winterisation kits were distributed during cold waves
Crucially, early warning systems were tailored to local contexts and disseminated through trusted community networks, ensuring that information was not only received but acted upon. This approach strengthened local ownership and enabled faster, more effective responses during emergencies.
Development practitioners involved in the programme emphasize that anticipatory action-when grounded in local knowledge, inclusivity, and timeliness-can significantly mitigate the impacts of climate-induced disasters. The Madhesh experience offers a practical model for scaling resilience efforts in other climate-vulnerable regions of Nepal and beyond.
As climate variability continues to challenge vulnerable communities, the success of localized early warning systems signals a critical path forward in disaster risk reduction and sustainable development.
