Anticipatory Action Gains Momentum as UN Agencies Promote Forecast-Based Humanitarian Response

The United Nations Office for the Coordination of Humanitarian Affairs (OCHA) and the United Nations Office for Disaster Risk Reduction (UNDRR) are strengthening global efforts to advance anticipatory action-an approach that enables humanitarian assistance to be delivered before disasters strike, rather than only after communities have been affected.
Anticipatory action relies on pre-arranged financing, preparedness plans, and forecast-based triggers. When reliable weather or hazard forecasts reach pre-agreed thresholds, humanitarian agencies and governments can rapidly activate early interventions to protect vulnerable populations before the disaster unfolds.
According to OCHA and UNDRR, this proactive approach helps save lives, protect livelihoods, reduce humanitarian losses, and preserve the dignity of at-risk communities. It also supports more efficient use of resources by investing in resilience and preparedness instead of responding only after disasters have caused widespread damage.
The two UN agencies emphasize that anticipatory action sits at the intersection of disaster risk reduction and humanitarian response, demonstrating how scientific forecasting, early warning systems, and coordinated planning can reduce the impacts of climate-related and other natural hazards.
The initiative aligns closely with the Early Warnings for All agenda, which seeks to ensure that every person on Earth is protected by effective early warning systems. As climate change increases the frequency and intensity of extreme weather events, anticipatory action is increasingly recognized as a critical strategy for building resilient communities and reducing disaster risks worldwide.
To support governments, humanitarian organizations, and development partners, OCHA and UNDRR have jointly released a briefing note highlighting the principles, benefits, and practical applications of anticipatory action as an innovative tool for disaster preparedness and humanitarian response.
