Bhutan Confronts Riverine Plastic Pollution Through National Consultation Led by SACEP

Thimphu - A national consultation convened last week in Thimphu has brought renewed focus to a largely overlooked environmental challenge in Bhutan: riverine litter and its transboundary impacts. The consultation, organised by the South Asia Co-operative Environment Programme (SACEP) under the Plastic Free Rivers and Seas for South Asia (PLEASE) Project, gathered more than 40 stakeholders from government agencies, private sector entities, civil society organisations, and technical institutions.
Although Bhutan is a landlocked country, discussions during the consultation highlighted how its river systems function as conduits for plastic waste. Rivers originating in Bhutan ultimately feed into the Brahmaputra and Ganges basins, linking local waste management practices to downstream ecosystems and, eventually, global marine environments. Participants acknowledged that riverine plastic pollution is not confined by national borders and demands coordinated regional responses.
The consultation identified several priority areas for action. A central focus was institutional alignment-strengthening coordination between public institutions and the private sector to close gaps in waste management governance. Stakeholders noted that while infrastructure investments have increased in recent years, behavioral challenges such as poor waste segregation, improper disposal, and limited accountability continue to undermine effective plastic pollution control.
Another key outcome was the emphasis on evidence-based decision-making. Bhutan’s updated National Waste Inventory was highlighted as a critical tool to inform targeted interventions under the PLEASE Project. By using verified data on waste generation and leakage pathways, authorities aim to design mitigation measures that address pollution at its source rather than relying solely on downstream cleanup efforts.
The Department of Environment and Climate Change of the Royal Government of Bhutan played a central role in the consultation, reaffirming the country’s commitment to strengthening river conservation within its broader sustainability and circular economy goals. SACEP underscored the importance of translating policy dialogue into practical action, particularly through improved inter-agency collaboration and community-level engagement.
As South Asia grapples with escalating plastic pollution, Bhutan’s experience underscores a broader regional lesson: even countries without coastlines are integral to the health of rivers, oceans, and shared ecosystems. The outcomes of the Thimphu consultation are expected to inform future policy measures and regional cooperation under the PLEASE Project, reinforcing the link between local waste practices and global environmental responsibility.
